JOB PURPOSE
To effectively and efficiently impart knowledge, skill and attitudes to trainees through classroom and practical sessions in order to produce quality and competent vocational trainees to meet the requirement of the Textile and Fashion designing sub-sector.

MAIN DUTIES AND RESPONSIBILITIES
(i) Participate in the preparation of annual plan and budget through meeting, discussion at departmental level for onward submission to Principal.
(ii) To prepare training plans and scheme of works by interpreting curriculum and teaching guidelines in view to achieve set objective.
(iii) To supervise, assess and evaluate trainees during practical session in order to measure the performance of trainees and suggest for remedies (if needed).
(iv) To effectively and efficiently carry out assessment and evaluation of training/teaching through tests and examinations with the aim of measuring their understanding.
(v) To initiate improvement of training curriculum in relation to trends in the market through monthly/quarterly report, meetings and forums in view to provide training that will respond to VET curricular requirement.
(Vi) To provide counseling and guidance to trainees through discussion or consultation in view to ensure good conduct, discipline and solutions to problems facing trainees.
(vii) To keep assessment records for the subject he/she is teaching for onward submission to the Principal.
(viii) To effectively and efficiently participate in course evaluation by preparing evaluation tool and involVing trainees in evaluation in a view to check relevance of its curricula.
(ix) Prepare monthly, quarterly/annually financial progress report by consolidating progress station records for onward submission to the superior.
(x) Any other teaching duties that you may be assigned by the Head of Department - Textile and Fashion Design Course.

QUALIFICATIONS, EXPERIENCE AND ATTRIBUTES:
• Degree/ Advanced Diploma in Fashion Design; or Degree/ Advanced Diploma in Fine Art; or
Degree/ Advanced Diploma in Home Economics with focus on Tailoring or Degree/ Advanced Diploma in Textile technology
A minimum experience of three (3) years in Fashion/textile/Fine Art/Home Economics field; Age limit is between 25 and 45 years old;
Must have good communication proficiency in written and spoken English and Kiswahili. A candidate with passion in fashion design will have an added advantage

Technical Supervisor: Technical Director (TD)
Supervises: Program Officers for PMTCT I C&T, Laboratory Support and Community Linkages.
PURPOSE OF POST:
The RTIL is responsible for the leadership, coordination and management of the technical staff for one region in an EGPAF Field Office. The RTIL's main objective is to guarantee the technical performance of the EGPAF supported HIV programs in the respective region.

MAIN DUTIES AND RESPONSIBILITIES:
MANAGEMENT AND LEADERSHIP OF REGIONAL TECHNICAL TEAM

Reporting to the FOPC, and under the technical supervision of the TD, the RTIL provides the technical leadership to the supported programs in the assigned region, in close collaboration with the Program Coordinators, Technical Advisors and senior management based in the DSM head office and the FOPC;
In close collaboration with the FOPC, the RTIL leads, coordinates, manages and builds capacity of EGPAF's technical team based in the field office and assigned to the specific region, including the Program Officers for PMTCT I C&T, Community Linkages and Laboratory Services;
The RTIL assures a complete and well functioning technical team in the respective region, including the timely communication on additional staffing needs and the participation in the recruitment of new technical team members; wherever and whenever necessary, the RTIL can temporarily take over or complement the responsibilities of the supervised Program Officers; The RTIL will act as the focal person for 01 and TBHIV integration and assures that related activities are implemented in the work plans of the supervised program officers;
In collaboration with the FOPC and relevant other (technical) team members, the RTIL is responsible for the systematic preparation and orientation of new technical team members for their new position;
In collaboration with the FOPC and operations team of the Field Office, the RTIL is responsible for the timely development of efficient work plans for the supervised technical staff and the monitoring of the progress versus planned activities and targets in these work plans;
The RTIL is responsible for the effective planning and documentation of the communication and support provided to EGPAF's sUb-grantees, including but not limited to supportive supervision, telephone communications etc;
The RTIL is responsible for the identification of new partners, and the effective collaboration with existing partners, in PMTCT and/or Care and Treatment service implementation in the region.

ASSURING TECHNICAL PERFORMANCE OF PROGRAMMES:
Within the boundaries of the roles and responsibilities that come with this position, the RTIL's main responsibility is to strengthen and assure the technical performance of the programs that are supported by EGPAF in the respective region, including PMTCT, C&T, TBHIV integration, Quality Improvement, Early Infant Oiagnosis, Laboratory Support, Supply Chain Management and Community Linkages;
Strongly related to assuring the technical performance, the RTIL collaborates closely with EGPAFs M&E and Data Management departments in assuring data and reporting quality and in using M&E for effective program management;
The RTIL is responsible for the provision of adequate technical support of the technical team to EGPAF's sub-grantees and relevant stakeholders, including but not limited to quarterly supportive supervision to each district in the respective region.
The RTIL collaborates with Program Coordinators, Technical Advisors and the C&G team in developing and reviewing sub-grantees' proposals to assure realistic target setting and adequate allocation of resources;
The RTIL will collaborate closely with FOPC and compliance staff in comparing the programmatic versus financial performance of sub-grantees;

REPORTING AND COMMUNICATION
• The RTIL will actively involve the FOPC in all relevant communication;
In collaboration with the Program Officer M&E, the RTIL is responsible for the timely submission of high quality quarterly, semi-annual and annual progress reports to EGPAF DSM, donors and MOHSW for that respective region;
The RTIL is responsible for the timely submission of work plans, reports on activities performed, or any other report, as required by FOPC, CD, TO or their delegates;
The RTIL is responsible for the timely reporting on program challenges to the FOPC and relevant other EGPAF staff members;
• The RTIL, in collaboration with the relevant technical staff in DSM, is responsible for the timely and effective communication of important technical and programmatic information to EGPAF's sub-grantees and other relevant stakeholders;
The RTIL will participate in the production of written documents including best practices and lessons learned.

REPRESENTATION AND OTHER DUTIES
Represent the Foundation at regional and national meetings as requested by the FOPC; Perform as acting FOPC whenever requested by the FOPC;
Perform other relevant program related duties as assigned by the FOPC.

REQUIRED EDUCATION AND EXPERIENCE
Medical or paramedical background;
Experience in providing technical assistance in PMTCT and Care and Treatment service provision; At least two years professional and practical. experience in the provision and management of HIV AIDS programs in developing countries;
Experience in working in a rural or peri-urban health facility in Tanzania; Thorough understanding of the Tanzanian health care system;
Masters in Public Health would be an advantage.

PURPOSE OF POST:
The Program Officer PMTCT and C&T is a critical member of the EGPAF team in Tanzania. Responsible for implementing a quality of care strategy by supporting health facilities in PMTCT and C& T management. The PO PC has the responsibility to support and provide technical assistance (through supportive supervision) for the implementation of high quality HIV/AIDS care at EGPAF supported sites. They have the important task to oversee the continuum of care and a variety of!!! services including PMTCT, C&T (including TBHIV integration) and EID. They play an important role in M&E and QI. Although they are not directly responsible for TCB, CL or LAB, they inform these; departments when they notice issues which are related to these departments' activities.
MAIN DUTIES & RESPONSIBILITIES:
Assists in co-ordination of Care and Treatment and PMTCT in the programs Co-ordinate care and treatment and PMTCT activities at local partner sites
Assists in co-ordination training of health workers at project sites as deemed necessary Conduct supportive supervision and technical assistance and share findings with other program staff, the FOPC and technical supervisor
Ensure and strengthen linkage between PMTCT and care and treatment
Support and monitor implementation of integrated programs including TB/HIV, early infant diagnosis (EID), and PITC according to national guidelines
Participate in the development of quarterly work plans for themselves, the sub offices and country office
To assist TCB, CL and LAB in the supervision of these programs
Provide technical inputs and assistance to health facilities and project staff
Visit health facilities and provide on site technical assistance to health facilities and project staf including sit- ins at the clinic days, assisting sites in data collection and submit to EGPAF country office
Together with sub grantees, plan and oversee sub grantee site activities as stipulated in proposals (To systematically monitor the progress versus planned activities I targets.) Providing feedback to sub grantee and other relevant stakeholders based on integrated supportive supervision, M&E and specific departmental reports.
To systematically provide guidance for improvement and follow up whether or not issues have been solved, or advice has been followed.
Identifying site staff training needs, organize and facilitate trainings when required Participate in development of proposals and work plans for PMTCT and C&T sub grantees Supervising district mentors' activities in assigned districts
Facilitate quality improvement of service delivery by sub-grantees
Apply QI principles in regular supportive supervision through focusing on priority areas and utilizing QI-based methods Itools for improvement.
Build site staff capacity to perform routine quality assessments at least once every 6 months at site level; analyzing and providing feedback on results to site staff, CHMT, PC-QI, immediate supervisor and where possible RHMT.
Assist health facilities in formulating, implementing and following up Quality Improvement Projects (QIPs), providing technical assistance regularly and when requested through regular supportive supervision, QI meetings and other site visits.
Ensure sites trained in QI meet regularly to discuss quality of services and to plan for improvement where needed. This might require the PO to attend the meeting or to receive the meeting minutes and submit to PC-Q!.
Facilitate monitoring and evaluation of our sub grantees
To perform a systematic supervision of M&E systems and to make effective use of M&E data to monitor performance and to provide feedback.
Make use of CTC 2 and GLASER data base to monitor performance of sub grantee Assist sites with quarterly preparation of C&T and PMTCT reports when necessary
Assist in the preparation and review, compilation and submission of PMTCT, C&T, T8tHIV, PITC reports to the M&E department
Track progress at individuals sites through site visits and reports Participate in the orientation of newly recruited POs and visitors
Facilitate communication with partners and donors
Acts as the main contact person for sub-grantees to coordinate the communication between sub-grantee, Field office and other program staff
Provide feed- back to sub-grantee and other relevant stakeholders based on 155, M&E and specific departments
Advocate for inclusion of PMTCT and C& T activities in the CCHP
Reflective practice and organizational learning
Document lessons learnt and provide inputs into the way forward/best practices for project implementation
Assist in the dissemination of lessons learnt and better practices from the program.
 
QUALIFICATIONS:
EDUCATION AND EXPERIENCE

Medical degree or equivalent (or other clinician. Le AMO, CO or Nursing Officer preferably with Masters in Public Health)
Preference will be given to those with:
o Previous training in care and treatment and PMTCT according to the Tanzania NACP
guidelines.
o Experience in providing care and treatment and PMTCT services in a community setting
o Experience with research programs
o Writing analytical reports
Computer literacy is necessary and the applicant should be comfortable working with the basic Microsoft packages (Word, Excel & PowerPoint)

ESSENTIAL DUTIES AND FUNCTIONS
Administers the full cradle to grave cycle of award management activities from pre-award assessments, monitoring and compliance, and close out procedures.
Reviews partner budget submissions for accuracy, allowable cost violations, reasonableness and consistency.
Develops contracts, awards, award modifications and contract amendment documents for signature by the Site Director or Sr. Program Director and works closely with the HFJ/MRI contracts department, especially on awards valued at $100,000+.
Performs internal audits and reviews of partner operations as required to ensure compliance with WRP and donor policies and procedures. Provides additional technical assistance to partners (either personally or through delegation of finance staff) as is necessary to maintain high standards of compliance.
Stays abreast of donor policies, procedures, rules and regulations; compiles, amlupdates applicable local policies and trains WUP program and partner staffs in all policies and procedures. Builds capacity of sub-recipients in areas not limited to grant writing, grant monitoring, budgeting, compliance, documentation and information management, and ethics.
Develops training modules and training materials for regularly scheduled group trainings and one on one mentoring/technical assistance. provides skills building training and cross functional preparation for members of the Finance and Procurement staff.
Liaises with the Procurement Manager to ensure WRP partner compliance with procurement policies and procedures for all goods and services.
Develops an award tracking system and tools/reports for the monthly reporting of Contract and Grants activities.
Monitors monthly financial performance in relation to budgets and forecasts, obligated funds, commitments and advances to staff, partners and consultants.
Takes responsibility for the accurateness and completeness of partner property and inventory lists.
Oversees the closeout of awards: provides technical oversight and assistance on the final inventory, proper disposition of property, and reconciliation of financial obligations.
Responsible for the discovery, mitigatilln and documentation of financial risks related to contracts and grants. Responsible for the completion of yearly risk management reports.
Ensures for the availability, continuity and security of financial data and information pertaining to contracts and grants.

EDUCATION AND/OR EXPERIENCE:
Bachelor's degree in Finance or Accounting from three-year college or university.
Demonstrated experience in sub award and contract administration, management and oversight.
Experience in assessing the capacities of organizations and their grant worthiness.

COMPUTER SKJLLS:
The following computer proficiency is (are) required: Microsoft Office, accounting and payroll management software, e-mail and internet, and willingness to expand skill base.

DUTIES
Oversees the Finance staff to ensure that appropriate financial standards, procedures, systems for internal control, compliance, accounting data processing and finance eporpng all function in accordance with WRP and donor requirements.
Plans and oversees systems for financial operations in the main office (Mbeya) and in the regional offices in accordance with WRP policies and procedures, including systems for cash flow management, budgeting, consolidation of accounting information, internal controls, financial reporting, financial record keeping, grant management, partner monitoring and compliance.
Hires, trains and supervises WRP finance staff in country.
Plans and monitors cash flow requirements to ensure the smooth implementation of WRP programs.
Consolidates records and reports from all offices and provides monthly standard accounting submissions to senior management and headquarters, including general ledger files, account reconciliations, expenditures by cost center, required sub
Develops annual fiscal year budgets with the Sr. Management team and develops and implements grant budgets and forecasting systems with the Contracts and Grants Officer.
Performs internal audits and reviews as required to ensure compliance with WRP and donor requirements
Stays abreast of dolor policies, procedures, rules and regulations; compiles and updates applicable local policies and trains WUP program and partner staffs in all policies and procedures.
Reviews and monitors partners' financial reporting and compliance. Provides additional technical assistance to partners (either personally or though delegation of finance staff) as is necessary to maintain high standards of compliance.
Liaises with the Procurement Manager to ensure WRP compliance with procurement policies and procedures for all goods and services.
Analyzes compensation packages, taxation requirements and human resource policies for local staff to ensure that W~P has adequately accounted for the financial impact of local staff compensation and benefits.
Monitors monthly financial performance in relation to budgets and forecasts, obligated funds, commitments and advances to staff, partners and consultants.
Makes regular reports to the Senior Management team on income, expenditure and variation from the budget.
Takes responsibility for the accurateness and completeness of the Procurement Manager's property and inventory lists.
Establishes systems and ensures that sub-granting processes and sub-contracting invoices are accurate and compliant with policies and procedures.
Oversees and enforces policies and procedures related to staff advances.
Responsible for the discovery, mitigation and documentation of financial risks. Responsible for the completion of yearly risk management reports.
Assists in other duties as needed and directed.

EDUCATION AND/OR EXPERIENCE:
Bachelor's degree in Finance or Accounting from three-year College or university, plus a degree as a Certified Public Accountant and at least five(S yrs) years of demonstrated relevant finance and accounting experience (Finance Manager, Director of Finance, Controller, etc.) with both technical and management proficiency. - .- - - -- . -
