MANAGER LEGAL SERVICES - EWURA

The Energy and Water Utilities Regulatory Authority (EWURA) is an independent, multi-sectoral regulatory authority established under section 4 of the Energy and Water Utilities Regulatory Authority Act, Cap. 414 with the duties to conduct technical and economic regulation of electricity, petroleum, natural gas and water and sewerage sectors. EWURA invites suitably qualified Tanzanians with relevant qualifications to apply for under mentioned post;

JOB TITLE: MANAGER, lEGAL SERVICES· 1 POST
(This position was previously advertised as MANAGER, CUSTOMER SERVICES)
Duty station: Ewura Head Office, Dar es Salaam
Report to: Director of legal services
The Manager, Legal Services will be responsible for overseeing the Authority's General administration of non regulatory legal matters as well as handling customers/ clients complaints by playing a pivotal role in hearing sessions for the complaints received by the Authority and preparation of awards thereof.

DUTIES:
To assist the Director of Legal Services on ttie interpretation of statutes, international and local agreements having a bearing on the Authority's consumer dispute settlement functions, and general administrative - non regulatory legal Obligations;
Under the supervision of the Director of Legal Services, to be in charge of consumer complaints, and general administrative - non regulatory legal obligations of the Authority of legal nature;
To advise and provide legal input in respect of complaints settlement, and administrative - non regulatory functions of the Authority;
• To oversee and where necessary chair the hearing sessions of complaints lodged at the Authority;
• To provide legal advice, draft and review legal documents like the leases, contracts, rules, conventions, orders, awards, treaties and declarations before the Authority;
In collaboration with other Divisions, to oversee all conducts related to complaints received by the Authority, including giving legal advice and opinion on such complaints, participating and overseeing hearing of the same and drafting of the respective awards;
To assist in drafting various legal instruments;
To assist in litigation matters involving the Authority, including preparing defences and appearing in
To conduct periodic review of the legal instruments governing the conduct of the Authority's; and To conduct any other duties as may be assigned to him/her by the Director of Legal Services.

QUALIFICATIONS:
Holder of a Bachelor degree in law from a recognized University. Possession of postgraduate qualifications will be an added advantage;
Must be registered as Advocate of the High Court of Tanzania;
Must possess a minimum of eight (8) years of relevant experience in a reputable organization; and Experience in regulatory matters will be an added advantage.

OTHER ATTRIBUTES:
Demonstrate an impeccable performance track record; Good communication and interpersonal skills;
Knowledge and competence in Information and Communications Technology (ICT) application; and Highest degree of integrity.

REMUNERATION:
A competitive salary will be offered to the right candidate for the post. EWURA is an equal opportunity employer. Staff will be employed on a five (5) years renewable contract.
